Riley Construction partnered with Tekni-Plex Healthcare to deliver Phase 3 of the company’s multi-year expansion inside the Madison Interstate East Business Park. This work builds on Riley’s earlier construction of the Park’s Building 1 and Building 2 shell facilities, and reflects the trust Tekni-Plex placed in our team to continue developing its flagship medical packaging manufacturing operation in Madison.

The Phase 3 buildout includes the construction of multiple full-height demising walls, three new specialty rooms, and a flammable storage room equipped with spill containment and enhanced fire protection. The project also required significant foundation work to support large equipment pads manufactured overseas. New mechanical infrastructure was added, including a dedicated MAU and AHU, along with revised fire suppression systems designed to support specialized production needs. HSA Madison AGC 2025 BUILD

Riley also managed the installation of one mile of sanitary sewer, placed up to 25 feet deep, to service the developing industrial corridor. This work required careful sequencing to minimize impact on surrounding operations and infrastructure. HSA Madison AGC 2025 BUILD

Throughout the buildout, the manufacturing facility remained fully operational. Maintaining air quality and protecting sensitive production processes demanded strict dust control, phased work zones, and constant coordination with Tekni-Plex’s plant managers. The result is a highly technical, energy-intensive space that meets demanding safety, compliance, and production requirements while supporting the client’s long-term growth. This phase represents a major step forward for Tekni-Plex as it expands its presence in Madison and continues its mission of improving patient outcomes through advanced materials science. For Riley, it strengthens an important client relationship, adds to our growing Madison portfolio, and reinforces our role in supporting Wisconsin’s advanced manufacturing industry.
